Demonstration and Framework for H2@Scale in Texas and Beyond

Project Summary
The proposed H2@Scale project has two RD&D tracks to understand the potential of integrating hydrogen with multiple platforms throughout the economy. The first track is a Technology Demonstration and Validation project, including the demonstration of multiple low-carbon hydrogen generation options co-located with vehicle fueling and a large base load customer. Hydrogen will be produced on-site via electrolysis with solar and wind power and reformation of renewable natural gas from a landfill to power a fuel cell for provision of power for the Texas Advanced Computing Center and for supply of a hydrogen fueling station for fueling of a fleet of Toyota Mirai fuel cell electric vehicles. The second track will conduct a feasibility study to develop a hydrogen framework plan for scaling up hydrogen production and use in Texas, with an emphasis on the Port of Houston area. The project will leverage the experience from this demonstration, along with research and outreach, to develop a framework for additional H2@Scale pilot opportunities in Texas. The demonstration portion of the project will yield results to better understand the benefits of using hydrogen as an energy carrier across multiple platforms and validate the benefits of co-locating renewable hydrogen production and fueling facilities with an important stationary power application. The proposed project seeks to demonstrate that hydrogen can be generated efficiently and cost effectively for fuel cell vehicles when combined with large, base-load consumers and renewable energy sources. Identifying additional consumers of hydrogen is likely required to provide cost-effective hydrogen supplies, so in the second track of the program, the team will investigate additional regions in Texas to develop actionable plans for future H2@Scale deployments. The goal is to identify regions and develop implementation plans within Texas that result in positive return on investment and total cost of ownership for expanding hydrogen consumption in the transportation section, power generation sector,and decarbonizing industry. The H2@Scale pilot planning will include integration with Texas wind power and natural gas resources and infrastructure, as well as an actionable 5-year framework for the Port of Houston area.
